Construction Phase Services

OEI’s commitment to seeing the project through doesn’t end at design. While not all of our clients need or require CPS support after design, this service is squarely within our capabilities and expertise, and, in fact, we prefer to serve the project, the full design and construction life cycle. OEI provides minimal bidding stage support through commissioning. Depending on how you refer to it – Construction Phase Services / Construction Administration / Title II – OEI offers deep technical expertise with proactive oversight to keep projects aligned with the design intent and with the mission in mind.

OEI provided CPS and design support services in support of the relation of MWD facilities.
OEI provided full A/E design services for the comprehensive renovation of Building 900 to support the Army’s vision for E1–E6 home station housing.
 
The scope included:
  • Replacement of all building systems: HVAC, boilers, plumbing, fire alarms, and control systems
  • Renovation to UFC standards: fire sprinklers, energy monitoring, and mass notification for ATFP compliance
  • Historic preservation: repairs to exterior stairs, handrails, balcony, and porch tile
  • Design of 36 semi-private bedroom modules with shared amenities (CQ/Lobby, day rooms, laundry, mudrooms)
  • Interior design focused on comfort, natural light, clean wayfinding, and durable materials
  • Value engineering and Life Cycle Cost Analysis (LCCA) to optimize energy systems and long-term performance
  • Seismic retrofit with shotcrete shear walls and FRP composites for unreinforced masonry (URM)

 

OEI collaborated closely with stakeholders to align design goals with Army standards, sustainability targets, and structural resilience.

After providing full AE design services from concept to construction drawings, OEI provided construction phase services supporting submittal review, RFI responses, site visits, construction progress meetings, and design clarifications.
